Delhi government will give more financial powers to bureaucrats
According to an official, 'The Departments heads and secretaries with administrative powers will now be able to clear new work up to 10 crore rupees. The existing cap was 5 crore rupees till now. At present, expenditure limit of every Heads of Department is 2 lakh rupees per annum, but government has proposed to increase this limit upto 3 lakh rupees.
Similarly, such expenditure limit of secretaries, which is currently 3 lakh rupees, has been proposed to increase up to 5 lakh rupees. Approval of the financial department will be required for all schemes costing from 10 crore rupees to 15 crore rupees.
Approval of the empowered finance committee, headed by State Finance Minister, will be required for all schemes above 15 crore rupees, up to 50 crore rupees. For projects up to 100 crore rupees, approval of the Chief Minister will be required and for projects costing more than 100 crore rupees approval of the council of the ministers will be needed.
According to the proposal, HoD will be allowed to shell out Rs one lakh on conveyance per month. Presently, HoDs are given Rs 30,000 for hiring conveyance.
Secretaries will also not be required to take nod from the Finance Department for executing the works and schemes which cost up to Rs 10 crore. At present, they can approve project works running up to Rs 5 crore.
“HoD can shell out up to 2 lakh on petty works, repairs, and day to day and annual maintainance of building. Similar, the expenditure limit of secretaries have been increased from Rs 5 lakh to 7 lakh,” the official said.
